Location Use Count in Exceptions Policies windows

I have 4 exeptions policies but it seems only 2 of them are being used. The location of one policy has use count of 1, another has 15, and the rest have zero! Does this mean those two exceptions policies with zero 'location use count' don't apply? see screenshot, thanks.
