PGP command line to monitor and encrypt new files automatically

Dear professionals,

I need your ideas and support regarding how to setup Symantec command line to do the following:

PGP command line to: Monitor specific folder continuously, (i.e. c:\payment\), and when new txt files are copied into the folder, then it will encrypted automatically using SDA.
