Can VDB files be used instead of XDB files?

I'm currently running Server 2003 and due to policies set in place by my company, I'm currently unable to upgrade my SAV to SEP.  I'm unable to find new or current xdb files, but I have found vdb files on the symantec ftp server.  Can I use the vdb file to update the definitions?  If so, do I just drop it into the C:\SAV folder?  Thanks!
