"Unable to Secure Messages" on log-in

I need a solution

We have recently been deploying Symantec Whole Disk Encryption to our Surface Pro 3's running windows 8.1. Until today we were running server version 3.3.2 MP1 client 10.3.2 MP1 which was listed as compatible with the OS. For the most part it has worked great and pretty trouble free on these devices. The one thing we have run into is a message that pops up when a user logs into the device. Here is a screen shot of the message http://i.imgur.com/qku8c2w.jpg. I have been searching for anyone with the same problem using google and Symantecs website and have found nothing. We are not doing anything with e-mail with Symantec Encryption Desktop, all of those features are turned off. We are only using the whole disk encryption product. 

Today, I upgraded the server to 3.3.2 MP7 client 10.3.2 MP7 and updated the client on one of these devices. Rebooted. As soon as we log into windows we get the message. When we went to the system tray the lock was not there but it did eventually show up. I'm thinking it's some kind of timing issue. 

I have not opened a case with Symantec support at this time. I was hoping someone else has seen this problem before and could supply a solution. If I find nothing I will open a case with support.
