SEPM Centeralized exceptions not showing on endpoints

Hello all SEPM and SEP version is 12.1.4 .  the users cannot see Administrator defined exception from SEP GUI and this was for security reason and mainly so that the users cannot see what exceptions has been made.

Centeralized exceptions configured on SEPM for instance to ignore a specific folder during scan is not being seen on SEP endpoints ? why is it so ? 

users can add their own exceptions , but the exceptions that are being configured by the Administrator on SEPM are not being seen on the endpoints.

Is it by design or I am missing something ?
