Symantec Mail Sec Exchange not sending notifications external Exch 2013 Win2012R2

Hello,

I have Exchange 2013 CU9 running on Windows 2012R2 - all the latest MS patches.

I've raised symantec transport settings.

I content is being blocked however it isn't sending info to external people that is is being blocked.   I have it set to block on inbound, notification to external sender,  I have monitor notification setting set up with the right email address and the IP of the server.

I've sent MANY tests with special keywords I'm blocking for testing and they get blocked - it registers in symantec as being blocked however I get no notification response.
