Upgrading to SEP 12.1.4 (do I have to purchase new licenses?)

I will need to upgrade from 12.1.1000.157 to 12.4 in January so that I can install on newly purchased Win 8 PC's.

In reading through the "Upgrading or migrating to SEP 12.1.3 (RU3)" document,
http://www.symantec.com/business/support/index?pag..., it says under the "Manage product licenses" that I "will have 60 days to purchase and activate a license that covers all of your deployed clients."

Is this correct...do I have to purchase NEW licenses for just an UPGRADE?
